OBJECTIVES OF THE CONSULTANCY

General Objective

Strengthen the planning and management processes of the ORA’s computer operation, aimed at guaranteeing its operation and growth of the Amazon Regional Observatory.

Specific Objectives

  • Carry out a state of the art on the best global practices and use of international standards (ISO and others) for analysis, planning, operation and projections on information systems (in the context of the ORA).
  • Develop a diagnosis on the current state of the ORA planning and operation tools (information systems plan, modeling documentation, manual databases, etc.).
  • Analyze current system security and data security strategies and measures and generate recommendations to ensure their growth.
  • Analyze the capabilities of the current computing and connectivity infrastructure and generate recommendations to guarantee its growth (projected for 5 and 10 years).
  • Develop a system of indicators for monitoring and evaluating the operation and functioning of the ORA.
  • Generate a document of recommendations and good practices related to the ORA’s IT planning that guarantee its continued operation and growth.

SELECTION CRITERIA

  • An advanced graduate degree (at least Master’s) in Information Technology, Computer Science, or equivalent.
  • At least 5 years’ experience working on modern IT systems, including good knowledge of modern IT hardware and cloud services (e.g. AWS, Microsoft Azure, Google Cloud). Expertise in data management, storage, and retrieval systems and cybersecurity. Experience with software development and maintenance, including familiarity with common programming languages and scripts.
  • Strong knowledge of IT infrastructure, including hardware, software, networks, and cybersecurity.
  • Strong expertise in IT systems for data management. Familiarity with spatial data systems preferred.
  • Ability to interact with multi-sectoral teams to determine user needs, constructively analyze and overcome challenges, and customize IT solutions.
  • Experience working in both developing and developed countries.
  • Excellent writing and communication skills in English and Spanish is required. Knowledge of Portuguese will be an advantage.
